Note : this summer in Japan has been incredibly hot & humid, many days 40°C . . so I ran my flashed HD 5870 until the coming of much cooler Autumn temps )

After doing my bi-annual cMP de-dusting and restoring my Sapphire Dual-X HD7970 . . .I noticed that the 7970 ( in PCIe slot 1 ) was showing PCIe X8 Link Width.
No amount of PRAM / SMC settin g would restore it to X16.
Finally I removed ( 1) My M.2 Samsung 960 EVO adapter ( 2) My Inatek KTU3FR-4P1 4 port USB 3.0 .. .
shutdown . .. . removed the power cord for 1 minute. re-booted .. Voila the HD 7970 snow showed a Link Width of X 16.
Then one by one I shut down and re-installed the M.2 adapter & USB 3.0 cards
Incidentally I had to install the M.2 adapter in slot 3 to allow my Inatek KTU3FR-4P1 USB 3.0 card to be seen and operate correctly.
