Help: Changing logon screen background in Mojave with FileVault on?

When FileVault is on, the logon screen background is Mojave's live wallpaper thing (the sand dunes) - it will not let me change it. When I turn FileVault off, it goes to whatever I sent, but when I turn FileVault on, it reverts. I am guessing this is because macOS is booting from a alternative location that's not encrypted.

How can I change this? Advice?
