My parents have a 16GB iPad and currently its pretty much full up of photos and videos etc. They have bought the iCloud upgrade so they have 50GB space and on the iPad it says they have 49.4GB available space.

Head over to iTunes to do a backup and the bar at the bottom is telling me the iCloud backup cant be completed as it is 23.46GB over capacity. The breakdown of the backup is:
Audio 1.59GB
Photos 25.62GB
Apps 2GB
Documents and Data 7.27GB
Other 220MB
Free 23.65GB

So any idea why the backup cant be completed?

They only use the iPad on WiFi so ideally all the photos and videos would be stored in iCloud and not on the iPad leaving plenty of space for them to have whatever apps etc they want.

Can someone tell me what I need to do to achieve this and move the pics etc from the ipad to the icloud.

There also appears to be that 1.59GB of music on iTunes which isnt showing on iPad (we dont need it, just wondering if thats an issue)
