I have a WD External HDD that I primarily use with windows. (NTFS filesystem) When I plug it into my mac, it allows my to read fine, but not write. I have already tried the get info-> ignore permissions, but the ignore permissions thing is not there. The disk utility does not allow me to verify or repair. Please help me, thanks so much!! :confused:

Could I alternatively do 2 partitions one mac one windows?

With the correct 3rd party software, Windows computers can read and write to HFS formated drives. The best thing to do is to format the drive in FAT32. Both OSs can read and write to FAT32.
