This apparently isn’t a problem for all beta users but my Hey, Siri will not use dictation or provide voice feedback. I’ve tried enabling several times with no luck. And the steering wheel control acts like it wants to start Siri by dimming the screen but nothing happens. Anyone else have this problem?

I haven’t had this issue, Hey Siri has worked fine for me since beta 1.

That’s great. Wish I knew why it simply doesn’t work for me. Contemplating doing a full restore using beta 1 IPSW but that would be a huge pain, if even possible.

Have you installed beta 2 of iOS 13? Maybe that’ll fix it for you. Before doing a full restore I’d recommend that.

I did install beta 2 and unfortunately it didn't solve the issue.
Well, sadly it looks like the only thing to do right now is just restore. You could wait for future betas to see if they'll fix it but if you heavily rely on it and it'd be worth the restore, I don't think there's another option.

Agreed. I have to be careful and first figure out if going back to beta 1 will somehow affect my Watch 4, which I just installed beta 2 today as well.

It might, didn't Apple say something about that in the iOS 13 beta 2 release notes?

I was having issues but it was because I had Type to Siri turned on and with that turned on it would not accept Hey Siri commands.
