I am running iOS 6.1 AND i am trying to UPGRADE to iOS 7 is it POSSIBLE AND how can i do it

What device are we talking about?

In most cases it can't be done these days. You can stay where you are or go to a version that is being signed by Apple, which is usually just the very latest version that the device supports (which would be 8.2 most likely), unless it was just recently released and perhaps the very previous version might still be signed (which would would be 8.1.3 most likely).

It could also be a 4th generation iPod Touch.
