Suddenly get carrier notifications that I have used all my data. Checked the cellular usage, found out 1.5GB was used by software update. How did this happen? Why does software update download via cellular?

Is that in relation to actual iOS updates, or perhaps something like app updates/downloads from the App Store?

iOS updates aren't configured to download over cellular data. Do you have a downloaded iOS update showing up in your storage settings? Or did you recently download and install an iOS update?

I don't believe that they allow updating over cellular, but either way I'd recommend turning off automatic downloads.

Which iOS version is your phone using? I have no firsthand knowledge about this issue, but came across this Forbes article from March 2020 about what sounds like the same issue:

Settings>Apple ID>iTunes & App Store>Cellular Data Then turn off Automatic Downloads and/or change the App Downloads setting.
