How do I set up a custom image at start up?

Hello. I am trying to have a warning banner pop at login/start up on my systems and I can't seem to get it to work. What I have is a PDF that I want to open when a person logs into the Mac. How do I do this. Any help would be much appreciated. Thanks.

Have you tried System Preferences > Accounts > Login Items?
