Outside Apple’s iWeb there isn’t probably any easy way to use these templates - “easy” referring to “not changing code in an editor but having some form of graphical interface”.

Because you are posting in the iOS 10-forum I assume that you like to design and administer a website from an older iPad: did you check wether you can install and use some older version of any of the website builder apps from the AppStore?

Or why not try to use the website builder offered by GoDaddy (I can see that there might be some restrictions or problems due to iOS 10-Safari)?
