I have mojave on an external drive. Is there a way to safely move it to internal drive on it's own partition or volume and have that either or selectable on startup? Can I just move the files from the external to the new partition or volume or do I have to reinstall Mojave?

You have to reinstall. The system can’t be copied from one drive to another.
