How to transfer photos from My Photo Stream to iCloud Photos before the deadline

My sister has a 'My Photostream' with about 10,000 photos in it and she needs to put them into iCloud Photos before the deadline on July 26th. What is the easiest way to do this?

My Photo Stream shut down on July 26, 2023. If you already have iCloud Photos enabled on all of your devices, you don't need to do anything else — your photos are already uploaded and stored in iCloud.

the problem i am having is that on her iPhone "My Photostream" isn't checked and "iCloud Photos" isn't checked. However if she tries to click on it, it says "Photos Since from Finder will be Removed. Syncing photos via Finder is not supported when iCloud Photos is turned on. 5,798 photos will be removed." That kinda scares me a lot lol.....How can I get 5798 photos uploaded to iCloud without accidentally deleting them?
