I can't disable Apps syncing on iCloud Drive

MacOs Ventura latest.

Why I can't disable Apps syncing to iCloud Drive, I need disable a lot apps to work with iCloud but the toggle won't work, don't let me disable it!

Is very annoying because I don't use iCloud Drive and by example when I open TextEdit, I want show a empty window, but due is active on iCloud Drive don't do that.

system prefs / Apple ID / untick iCloud Drive?

for some reason it works again! maybe an OS update fix the issue? I don't know but great!

now I can open TextEdit and show me a pretty empty white window! right away.
