Resolved iCloud down in México?

I'm in México city, and using both my cell data plan and TotalPlay ISP, I haven't been able to send email from iCloud accounts (using mail.app). Google mail seems to be working, and when I go to iCloud.com, the site does not load.

Is it just me?

This morning I had also some trouble reaching some documents in dropbox, but using cell data only. Now I do not know if these are somehow related.

After a couple of hours, the connectivity issue seems to have been solved.
