icloud model inconsistency

why is icloud app usage inconsistent among apple apps? For example, when you enable photos all your photos upload to the cloud, you have no choice to select what photos are uploaded. The Notes model requires you to manually select the notes to upload. Messages uses the photos model but you can’t see any of these messages from a web browser.

I would say the model is the same for Notes. Unless you have notes on your device or on a different email provider.

I only have iCloud notes on and they auto sync without having to manually upload them.

notes has two high level folders; local and icloud. for syncing to happen, you must have the note in the icloud root. This is not the same as photos or safari bookmarks.
