iPhone iCloud Old Mail Not Synchronising

I've noticed on iOS 9 latest dev beta that if you scroll down in your list of iCloud mail, it has to 'fetch' the headers of the emails that are late in the past. Other accounts and on iCloud on iOS 8 fetch the headers and then only download the content of the email when you go into. Is this normal behaviour? Also searching on the mail app is very hit and miss...any other experience with this would be appreciated!
