iPhone iCloud photo reuploading my entire library

Hello,

On my iCloud photo library I have 33 000 pictures. Since I updated to iOS 13 my iPhone downloaded only 18 000 pictures and is now reuploading (loading) this 18 000 pictures. Is this a normal process for a new update or I have an issue ?
