iPhone iCloud photos is at 102GB but my local iPhone storage is at 108GB?

I recently turned on the Photos feature of 'download and keep originals' but my photo library on my iPhone is bigger than the photo library on my iCloud. 108GB locally (which seems to rise every hour) vs the 102GB worth of photos I have in iCloud. What could be the reason for the discrepancy?

I wouldn't worry about it. Mine is the same and all my photos are there. Even before iOS 13. 93GB local, 75 cloud.
