iCloud Voice Memos...Duplicates!

I recently turned on iCloud syncing for Voice Memos. I think this is a new ios12/Mojave feature.

Now all of my voice memos are DUPLICATED. There's two of each, and for many of them the dates are wrong.

What's going on? How can I fix this?
