iPod touch imessage help needed.

Ok I have an ipod touch 4th gen running 6.1.5 and I am having problems with I message. Wondering if anyone can help. Imessage will frequently quit sending at around 90 percent and fail to send. I've been dealing with it but am now fed up and seeking help. Any help would be appreciated. By the way it is not a problem with my wifi network as safari and all other apps requiring wifi work fine. If the typical suggests, don't work ...

1) decactivate iMessage on all iDevices
2) kill all iMessage conversations
3) kill all app from multitask dock
3) reset all network settings

I would just restore it and start fresh as a new user, the iPod touch 4th Gen final iOS build is 6.1.5.
