Resolved '' in blog comments

My friends father has a blog and in the recent comments section any ' characters are replaced with: ' '

see pictures,

e.g. i'm = i m

What is causing this exactly?

Look's like it's a fault in that widget, http://bloggingwithsuccess.net/blog...-hacks-readmore-recent-comments-recent-posts/ there seems to be an alternate one by blog buster.
