Why did Apple never develop a simple but yet state-of-the-art Installer_2_USB application for new OS X releases like Yosemite? SO 1999!

Why did Apple never develop a simple but yet state-of-the-art Installer_2_USB application for new OS X releases like Yosemite? SO 1999!
because they give a developer preview to a developer and now they may develop said application ?
My question is why is the guy behind DiskMaker X the only one creating a solution for this.... I swear you devs are too lazy to create an app to allow the rest of us to be lazy
