So I bought a larger capacity SSD for my Macbook Pro 2015, but unfortunately it is flashed to only be able to boot Catalina or later. Try to install Mojave or earlier by clone off an external drive, it will fail to boot. I'd rather boot internally without having to swap out my SSD. I was hoping there was a way to install High Sierra on Virtualbox, but have not yet succeeded in doing so. Is there a step by step process to do so?

The earliest version supported for the Macbook Pro 2015 model appears to be High Sierra, nothing before this will be able to boot on your hardware. Instead of trying to clone a drive, try installing from a bootable USB on a clean SSD drive (you can use the Erase option from Disk Utility when you boot the USB).
