No way. They support their devices for a minimum of 3 years. Of late that's been increased.
There's a LONG time to go before apple discontinues any 64bit device.

I am having troubles understanding your main context. I can only guess that English is not your first language. Anyway, the only iOS devices which iOS 9 still supports with less than 1Gb of RAM are the iPhone 4s, iPod touch (fifth generation), iPad mini (first generation). Aside from RAM, these devices also have the same processor, the Apple A5.

The iPad 2 was launched in 2011 and still supports the latest iOS update (at the time of writing, iOS 9.3) so don't worry about iPad Air being dropped out of support any time soon.

iOS 10 will be A6 processor and above. Which pretty much means no 512Mb device will support iOS 10.
