According to the first link posted by the OP you're right.

While not as incredible as the revival of the 4s and 5 last July (iOS 9.3.6 and 10.3.4) it's still incredible in my opinion! The 5s initially released over 6 years ago!

They did! It got mentioned in the 13.3 release article: https://www.macrumors.com/2019/12/10/apple-releases-ios-and-ipados-13-3/ ("Apple has also released an iOS 12.4.4 update for older devices that aren't able to run iOS13.")

Besides, 12.4.4 is running without problems on my iPad Air 1st gen as expected.
