Updated last night from 13.1 to 13.1.1. YouTube stopped playing video, device became quite useful responsive. Videos sent over messenger wouldn’t play smoothly and had no audio.. Spotify also wouldn’t play and message notification sounds seriously delayed. Needed up wiping phone and setup again - same issue. tried restore on iTunes to 13.1.1 and it was still as bad. I’ve gone back to 13.1 using ipsw file and all is ok.
