I’m on 13.0, but I am not able to update OTA to 13.1 on my 11 Pro. I already hard reset and toggled wifi on and off but issue persists. I don’t have a computer.

Anyone else with same issue?

You can try going into settings > WiFi > select the blue i on your connected WiFi and set the dns servers to 8.8.8.8 and 1.1.1.1

then check for updates. Just in case your router is the issue, or even check for updates over 4g, switch back to WiFi if it finds the update.

Still nothing...

Can’t think of anything else other than a quick reset,vol up vol down then press and hold power till it resets. Then try again.

The only way you can have 13 on an iPad is to have installed a beta. There never was a public release of 13 for iPadOS.

iPadOS 13.1 is the first public release of iPadOS.

Check again to make sure the beta profile is gone.

Had the same issue on my 11 Pro.
A simple turn off/on solved the problem and software update found 13.1.
Came from official 13.0.
No beta installed.
Tried that last night and it didn't do anything, it might have worked today I guess. Do you have check for updates turned on? My 11 Pro checks for updates fine now I've updated.
