iPad iOS 9.0.2 and 9.1 bricked Apple News app

The Apple News App stopped working on my iPad 3 when I installed iOS 9.0.2. I posted this on Apple forums and heard the same story from an iPad 3 user and an iPhone 2 user. I installed iOS 9.1 today and the News app is still broken. it appears Apple did not test the News app on older devices for iOS 9.0.2 and 9.1. Writing Apple discussion posts has not resulted in the News app getting fixed. I would like to know who or how I should report this problem to Apple.

iPhone 2? That would be the iPhone 3G, which doesn't support ios9.

I have an iPad 2 that I use for browsing some. After 9.1 update news begins to open and crashes out every time.
