iPad Ipad 2 activation problem. Baseband issue?

Hi,
First I want to make cleare that I'm the first owner of this Ipad 2.
After upgraade it to IOS 7 I cannot activate it!
I had this issue before once i upgrade it to 6.x.x. But after 3 times restore suddenly it just ACTIVATED.
This time it just doesnt wont to activate at all! Most probably it is baseband problem. Its saying all the time "searching". Even without sim :-(
Ipad goes through restore without errors. Apple Poland are saying that the issu must be HW but the device is after warranty.

Is there any method to manualy activate it? Even if the baseband is corrupted i would like to use the deviće!

I'm really disapointed that software upgrade bricked my Ipad!

As many of these threads that have shown up lately regarding no wifi I am beginning to think it might be a 7.0 issue. It is just hard to believe this many people had hardware issues at the same time. Hopefully after next month we will see a lot of problems disappear.
