This is odd, and perhaps I am missing the obvious...

Just tried updating my Mother's iPad 11 Pro to iOS 13.

She is currently running 12.4.1

I go to Settings -> General -> Software Update

A brief check is done and I get a reply saying that my iPad is up-to-date, but it's showing version 12.4.1

Anything I am doing wrong?

As the previous poster pointed out, iPad OS debuts today. You'll be able to update your iPads then, and hopefully go to 13.1 for your iPhone.

Sorry, guys. I forgot iPad OS is separate and not the same as iOS 13.
