iPad iPad mini 2 with 9.1

I've just come across my old iPad mini which has 9.1 on it. I've wiped it and have downloaded Pangu9 and was planning on Jailbreaking it and turning it into a mini emulation iPad.

Is there anyway I can install and jailbreak a higher firmware, or am I stuck on 9.1? I have no BLOBS saved or anything like that.

Edit, Pangu9 crashes on Mojave - back to square one!

Jailbreak.me seemed to work. I thought I had a 64-bit device, but obviously not.
