iPad iPad note taking app that’s collate to-dos in a separate list?

Does anyone know of any note taking apps on iPad (that focus on handwriting rather than typing) where you can add a to-do item to a note and have it automatically add to a separate to-do list?

So that when I’m taking notes I can add a to-do item within the note, then at a later date instead of having to try scroll through all my notes to find the to-do items I have, I can just got to the primary to-do list and they are all there (with tags to let me know which notebook etc. it was originally added too.
