iPad refuses to connect to 3G but has good signal

My iPad won't connect to a 3G network. It was working earlier today. It gets a signal all right, but no 3G icon appears. I can't use hotspot either and internet doesn't work. Turning cellular data on and off, restarting iPad, and ejecting and reinserting the SIM card don't solve the issue. Restoring is currently not an option.

Any ideas?
