iPad Ipad update to NEW IOS and app in tray not responding

I updated my iPad pro to the new iOS and in the tray below the apps are not responsive when moving from one app to the other. You have to physically touch the app on the screen not down in the tray , is anyone else having this issue?

I am having this issue with the YouTube app. Have to click on the home screen icon because the dock icon doesn’t work.

The YouTube app’s icon has been an issue throughout the entire beta cycle. In earlier betas, the icon would be unresponsive, then disappear. With the early 13.1 betas it started working better but something made it worse after 13.1 was released.
