iPad iPadOS 13.1.3 bugs - notification center & split screen

Hello!

I have two bugs in iPadOS and I want to ask do you experience the same features?
I experience first one for more than twenty days and second bug came yesterday. I have both images of the bug and the video of the bug with a split screen so take a look.

2. Image: bug does not let having acces on toggles in thenotification center

Second bug could not be filmed as I don't see an app to film, it is in toggles which can not be accesed.

My device is iPad Pro 11 and it is always updated to a newest version and the latest version is 13.1.3.
I use Siri to change brightness and to do things what Siri can and it does work that way.
I post this as probably some of you guys work for Apple and having a feedback will help developers to fix issue.

The latest iPadOS is not 13.1.3

I had a similar problem with one of my ipads where it told me 13.1.3 was the latest iPadOS despite me having 13.2.2 on my others. You may need to plug it into a computer and update it that way after making a thorough back up ("Data recovery" took a worrying amount of time before my ipad said it was fine)
