Assistance would be much appreciated

I have been using an eSIM on my iPhone 11 for around the last 2 years. I’m currently travelling and Tried using a physical SIM with my device. Cellular worked fine for a few hours and then stopped working.
the iPhone takes a few moments to connect to the network. one connected displays full-service bars and 4G, however, outbound calls time out and there is absolutely no data flow.
there is data flow when not spotting and over Wi-Fi. I've tried another SIM in the device and it's the same issue.
I've attempted common troubleshooting and reset the network settings.
Does anyone have any ideas what the issue may be and know if any fixes?
