I've got the 128GB model and Notes has consumed 78.12GB for Documents & Data. Now there are only around 70 mainly text notes in there, a couple of pdf files and some photos.

I was wondering if there is a way of deleting Notes - but only on the iPhone - and keeping the contents in iCloud so that when I install a fresh Notes app it will sync and have a sensible storage value?

An update on how this issue was solved.

Reported to Apple Helpdesk who contacted me and did a remote access of my device. I was told it was 'icons' causing this massive memory hogging (no idea how!). Basically the only solution was to backup the phone, wipe it and restore. Some minor bumps in the road on the way but basically its now solved so problem closed.
