My mum needs to replace her iPhone 7. It overheats, battery is bad and camera is not working properly. It has 128GB storage but I don't know how but I notice she is only using 30GB of this. Do you think it a risky idea to go with a 64GB iPhone 11 as a replacement to last a few years? She will likely be taking more photos now too...

the difference between 64GB and 128 GB is just 50$, so if you are looking for long term use 128 GB version should be fine.
Also please remember iphone 11 is lot heavier especially coming from iphone 7 so if price is not a contraint please go ahead with Iphone 12.

Advantages of iphone 12 over 11 are:
Much lighter and smaller in all dimensions but screensize is same and offers 5g support and one more year of software updates

The main thing that eats up storage is photos and mostly video.
I've managed fine on a 64GB iPhone for 7 years. It has 14GB free as I write this
