iPhone (and iPad) Lock Screen tap to change photo (from album) issue

On my iPhone and iPad, both running 17.4 OS, I have the Lock Screen to pull photos from a specified album. That album has more than 200 photos. For Shuffle Frequency I have selected On Tap.

When I tap on the photo, the photo does change. But when I tap repeatedly it only cycles through a finite number, far less than the 200+ photos in the album. I'd estimate it only cycles through 15-20 photos, so I never see any of the others.

Is this expected behavior On Tap to change photo?

I was only able to select 50 items previously and they always used to go in the order I had added/set them in. Its not really a photo shuffle, which implies random..
