Can I view Disney+ on my TV from my iPhone via HDMI?

I'm looking at a iPhone to HDMI cable but it states that it's not compatible with apps with "HDCP" video copy protection such as Netflix, Amazon Video, DIRECTV, HULU, Comcast TV, Xfinity, Vudu and other apps which need to pay for watching. Does this include Disney+?

In this case, it's the cable you're looking at that has the issue. You'll need a cable/adapter that supports HDCP, and then it should work. Best bet is to go with Apple's adapter. Make sure to get the latest version and not an old/used one, as some of those may not be supported.

Just for reference, here are Disney+ and Netflix's support documents that state it works (assuming all equipment is compatible).
