At this point, Apple plans to keep iPhone app development locked and maybe do something like the iPod games ( pay a little for extra widgests, apps, ... ) This has been claimed to be because of stability reasons. Having your computer lock up because of a widget is one thing but having your cell phone is another.
This may or may not change in the future.
