Was pleasantly surprised to see at least mp3 files can be transferred to the iPod Shuffle in Monterey 12.0.1. I make a playlist in the Music app, plug in the shuffle, select sync, and then select that playlist. Also, the sync wipes the previous music on the Shuffle. Haven't tried podcasts yet, and I know in previous OSX versions podcast management on the Shuffle was borked. But the mp3 functionality is good enough for the Shuffle.
At least the mp3 files are working better than it did in Catalina and Big Sur. Especially Catalina, I always had trouble putting music on certain iPods, and often had to "reset" the iPod. Remember lots of complaints here when Catalina came out.
