Is input blocking fixed while reduce motion enabled

Actually, I was wrong about this and the answer is more subtle. Some animations are indeed interruptible in some ways. For instance you can scroll through a folder while it's opening or you can dismiss an opening folder or app with the home button (but you can't dismiss an opening folder with a tap, perhaps to prevent accidental taps). What you can't do is the very first thing I tested, which is scroll the home screen as you unlock. So, progress here it would seem.
