Carrier Is the AT&T 5S Unlocked? It's the same model as Verizon

So if I get a verizon 5s full price. I have my choice of using it on verizon, AT&T, or tmobile right? Why not just make one model for this (cept sprint)?

Actually, I have the VZW i5s and yes I can use my TMo SIM and get LTE data. So yes the VZW is unlocked.

I meant the other way.
AT&T or Tmobile iPhones cannot be used on verizon or sprint.
