Since iOS11 wifi cannot be turned-off in control center

It seems to be turned off when you push the icon, but in truth, it didn't.

You can just disconnect your iPhone from the current wifi. iPhone will search new wifi while it is considered to be off and automatically turn-on when it find accessible connection.

It is really disturbing. If I'm on the road, wifi turn on itself about every ten minute!!!!

Of course, wifi can be 'literally' turned off in option, however why I have to do that? I could do it in control center since 2010 !! I really can't understand why apple do this!
