I have a GoPro Black 9 and when I used it for
The first time there is some random video shake happening that isn’t just typical shaky cam, it looks like some kind of software or hopefully not a hard ware error. I’ll post a link to a video I recorded that shows this happening. I’m pretty certain I had the motion settings turned on, this shaking seems excessive

As it's only when you move and in the low light areas, I'd say it was the electronic stabilisation struggling. It looks like you have horizon levelling on too which will further degrade the image if you move outside what it can handle in low light.

GoPros are amazing in good light but not so hot in low light or indoors, my GP9 does the same. When helmet mounted and in low light I usually turn stabilisation off. You'll need to experiment with the settings to see what works best for you.
