jumping icons in the dock

after upgrading to 10.1 I noticed for the first time that classic apps like Entourage started jumping in the dock when they were "alerting" me to new mail (what used to be flashing in classic's application menu).

but then mysteriously this behavior seems to have stopped. what gives? it seems like a bug; have others experienced this?
