All Devices Live Photos no longer live when saved to iCloud Files app

I have some Live Photos saved locally on my device that I’d like to move to my icloud files app to free up some device space.
However if I upload a Live Photo to the files app, the photo just becomes a static image. Saving the photo back locally to my device does not restore the live functionality either.

is this an iOS limitation or am I doing something wrong.

I believe Live Photos are only available via the Photos app, when shared in a Message, or set as your Lock Screen image. If you share it via Mail, it's sent as a still image, so I assume it works the same way when you Save to Files.

If you're trying to save space, why not use optimize iCloud Photo option on your device?
