Have you tried enabling and disabling Low Data Mode for that WiFi network? Perhaps forgetting it completely and joining it again to see if that makes a difference?
I have tried that. On my Ipad it update all apps without asking me nothing.

What you attached is related to the App Store, but have you tried checking the Low Data Mode settings for the WiFi network itself (under Settings > WiFi > [network name])?
