If I have the cellular and wifi both on at the same time, is there a way I can tell my iPad to use wifi only for everything, and if I don't have a wifi connection, only then it should use LTE?

I notice as default, it says Safari can use LTE, but if I'm connected to wifi also, I want it to use wifi instead of LTE. Maybe I should just turn LTE off. This is my first time with a cellular iPad, what do you guys do?

It uses wifi for everything by default. You can toggle what apps you want to use data when you aren't connected to a wifi network.
