Yes, on a Macbook Air 2013 running Windows 11m the Broadcom WiFi module works only on 5GHz and ignores 2,4GHz.
The module itself is working usind the two bnds under macOS, just not with Windows 11.
I could not find any information on how to cure it. I reinstalled Apple's drivers and those of broadcom nothing seems to help.

Have your tired using a older version of the same drivers? It could be that the newer drivers are broken or poorly written.
